IAVAs are the Department of Defense's method for handling vulnerabilities
are are issued by DoD CERT http://www.cert.mil/. Any IAVA's would come from
CERT and they have indeed released alerts to handle VoIP related issues. One
that comes to mind is the H.323 ASN.1 vulnerability last year.
