You  can't use ip addresses to determine where you are because they are 
not accurate enoughband VPN tunnels confuse things.  See my prior email 
for how we are addressing this.

1-1-2 works in nearly all of western europe on mobiles, and there are 
rough equivalents for wireline.

We have 20 years experience with e911 in the U.S that says you are wrong 
about the importance of accurate automatic location reporting.  In every 
major PSAP, every day there is an incident where the caller cannot tell 
the call taker where they are.

We will accurate report floor, and in most cases room level accuracy 
with the mechanisms we are standardizing now.  We will need mobiles to 
improve in that regard, although dual wifi/cell phones will pick up 
location from the closest ap in the worse case, and may get triangulated 
location eventually.
