[VOIPSEC] packet generator program

Hi, Thomas Maufer.
This month, when I was making a packet capture program,
I found network had shut down in Access Point in my office.
And I thought of such a program, and made it for myself in a few hours.
I didn't know "tcpreplay" before you told me. It seems to be good tools for
me. :)
