[VOIPSEC] Odd e911 VoIP Regulatory Question

Hey all, came across a weird scenario I'm hoping someone
can shed light on or provide me a link to read. It concerns
e911. Now in the PSTN world, we have the following:

Client --> PSTN --> Callee

If the client didn't pay their bills, if I'm not mistaken,
the carrier is mandated(?) to pass 911 so:

Client --> PSTN --> Your Svce has been temp. disconnected
Client --> PSTN --> 911 --> Callee

So for the PSTN, passing 911 is mandated if I'm not
mistaken. Now onto the VoIP fiasco I'm looking at:

Client --> VoIP_Provider --> Carrier (me) --> Calle

In the scenario where I have to disconnect a mini
VoIP_Provider who I'm supplying trunks to, THEIR
clients won't be able to access e911. Am I mandated
to send e911, is it on the VoIP_Provider...

Any documentation clarifying this would be greatly
appreciated.
