Indeed, the misconceptions are just staggering.  It would be a waste of 
space to repeat them here, but I did take a peek at some of the patents 
claimed (referenced at the end of the "White Paper", 
http://www.emersondevelopmentllc.com/Telecommunications_-_the_Next_Revolution.pdf).

The whole edifice is based on the notion that one should throw away 
reliance on the DNS and simply use phone numbers to connect to 
resources.  Call setup would be via ISDN and SS7.  IP addresses would be 
passed between communicating parties using ISDN/SS7 extensions, so that 
multimedia sessions could then proceed over the Internet.  Exactly how 
this would be done is not specified, but "anyone practiced in the art" 
should be able to figure it out.  (Hey, I know, maybe we could tunnel 
H.245 in Q.931 using UUIE or something.)  Central Office systems acting 
as intermediaries could even look up IP addresses from a database using 
-- shock! horror! -- phone numbers.  (Now where have I heard that 
before?)  Don't have ISDN?  Then use the 1200 bps FSK ADSI modem 
technology that is the basis for caller id display.

So, folks, remember that VoIP is a passing fad and the true future of 
telecom lies in ISDN.
