No, of course not, not anymore than it would today with mobile phones (still 
considered part of the "PSTN" in my mind.)

It only has to correctly identify the originator of the call (I mean the 
device, not the person), with the presumption that other means can be used to 
determine the actual person or company that the number/identifier is assigned to, 
limited of couse, by "unlisted/unpublished" numbers just like we have today.
