Actually, I'd say by the most recent rulings, Skype would be covered, since
some skype calls transit from *and* to PSTN (SkypeIn/Out).  The latest set
of rulings say that if any calls transit to/from the PSTN, all calls
(on-net or not) are covered.  Or so I and many others read it - see
Aswath's, Pulver's and Tehrani's blogs from back when the order was
released (Aug?  Sept?).
