There are several commercially available products that can be put on a
network and will continuly to monitor, test and report voip and network
capability.  These can be purchased through

Another category of analysis tools will measure VoIP and network quality on
as needed basis:

http://www.empirix.com/

I have tested and used all of these products and they work real well- Some
are more expensive then others.

If you want some one to come in and evaluate your network, Spirent offers a
service to do that

Is there any tutorial about using SIPS with windows
messenger?

The importing process can be performed in internet explorer and this
will place them into the certificate store.
