This is downright incorrect. All countries in Europe that I have any
insight in have emergency services which exhibit the same routing
problem as the US 911 service does.
Norway has 110, 112 and 113 for the fire dept, police and emergency
medical services, respectively. The same routing problems apply as for
911. 911 is functionally equivalent to 110, 112 and 113. The
difference is that interaction between the three departments are
handled by the receiving department instead of a special emergency
desk.
Denmark and the Netherlands have the exact same routing problem, with
some country-specific issues.

They take the lift when they come to help you out? It is still
possible to slip in the bathtub forty floors up.
Come on, not every 911 call is about the catastrophic fire ten floors
down.
