This is a very interesting point ! One of my observations on the regulatory
issues of emergency services is that this is still an ongoing issue with
cellphones, in fact many landline systems still have problems in
transporting the ANI number across multiple hops, and cellphone to landline,
cellphone roaming and many other scenarios still have problems here (think
of the UNKNOWN caller id you frequently see). Does this mean that all of
these systems will ultimately be shut down ;)

Who cares about 911?

Actualy most of the ip's in this world is very well known where are located,
so actualy you can use that to trace the call, but no one actualy cares. And
all this 911 thing is false issue started by the pstn carriers to make
Vonage and other VoIP provider a hard life until they can make their own
VoIP systems. Fortunetly this will be a closed subject soon.

We don't have 911 in Europe, and we live quite well. 

911 service can also be implemented without the need for localisation, since
most of the people actualy can say where they are located.

And another issue is that how can 911 helps you if you are on a sky scraper?
