That is exactly why VOIP is popular for travelers. So who would stop them -
probably Taiwanese telecom operators, who lose revenue. The location of
phone can be detected by Vonage etc. through IP Address, and they can
possibly charge more for "roaming". 

Problems would be the quality of service. You cannot guarantee how much
end-to-end bandwidth you get by sitting in some hotel in Taiwan using your
VOIP phone.

The same security implications are applied to this as to any other VOIP
system. Except, if you are taking your company distributed VOIP phone or a
Vonage phone; question would be who is supposed to implement the security.

>makes it free, but it doesn't give you a US phone number. So
